Srinagar, Sep 21: The seven-sitting autumn session of the Jammu and Kashmir Legislative Assembly commenced in Srinagar on Monday and will continue till September 30.

The opening proceedings will begin with obituary references to former ministers Dr Sheikh Mustafa Kamal, Dharam Paul and Ghulam Hassan Khan. This will be followed by Question Hour and the announcement of the Panel of Chairmen by Speaker Abdul Rahim Rather.

Justice Hasnain Masoodi, who heads the House Committee constituted to examine alleged irregularities in the implementation of the Jal Jeevan Mission in Jammu and Kashmir, is scheduled to table the committee's report. The committee was constituted in April 2025.

Minister for Cooperatives Javid Ahmad Dar is also expected to introduce a Bill proposing amendments to the Jammu and Kashmir Cooperative Societies Act, 1989. The legislation proposes repealing the Jammu and Kashmir Self Reliant Cooperative Act, 1999, while providing transitional arrangements for self-reliant cooperatives under the 1989 Act.

As per the provisional calendar issued by the Legislative Assembly Secretariat, government business has been scheduled for September 22. September 24 and 28 have been reserved for Private Members' Bills, while September 25 has been earmarked for Private Members' Resolutions.

The House will remain closed on September 23 on account of the birth anniversary of Maharaja Hari Singh. September 26 is an off day, while September 27 falls on Sunday.

During the session, legislators are expected to raise issues concerning employment, public services, reservation, regularisation of workers, governance and restoration of statehood.

The Legislative Assembly was restored following the 2024 elections, when all 90 constituencies were contested. The Assembly currently functions under the Jammu and Kashmir Reorganisation Act, 2019, which provides the legislative framework for the Union Territory.
