Srinagar, Oct 7: The Jammu and Kashmir Government has carried out a major administrative reshuffle, ordering the transfer and posting of 49 IAS and JKAS officers with immediate effect.

The changes were approved through Government Order No. 1612-JK(GAD) of 2026, issued by the General Administration Department on October 7. The reshuffle covers several key departments and senior administrative positions across the Union Territory.

Shaleen Kabra, IAS, Financial Commissioner (Additional Chief Secretary), Jal Shakti Department, has been given additional charge of Administrative Secretary, Revenue Department. Kumar Rajeev Ranjan, IAS, has been relieved of the additional responsibility.

Dr Ashish Chandra Verma, IAS, has been moved out of the Tourism Department and appointed Financial Commissioner (Additional Chief Secretary), Agriculture Production Department.

M. Raju, IAS, Commissioner/Secretary, General Administration Department, has been relieved of his additional charge of the Health and Medical Education Department. He has instead been assigned additional charge of Hospitality and Protocol Department as well as Disaster Management, Relief, Rehabilitation and Reconstruction.

Saugat Biswas, IAS, has been appointed Commissioner/Secretary, Health and Medical Education Department.

Avny Lavasa, IAS, has been transferred to the Tourism Department as Secretary to the Government while retaining her charge as Administrative Secretary, Tribal Affairs Department.

Vikas Kundal, IAS, Chairman of the J&K Services Selection Board, has been appointed Divisional Commissioner, Jammu. He will also hold additional charge as Additional CEO of the Jammu Metropolitan Regional Development Authority.

Owais Ahmed, IAS, has been posted as Administrative Secretary, Planning, Development and Monitoring Department, while continuing as Director, Skill Development J&K.

Dr Sagar Doifode Dattatray, IAS, has been shifted from the Agriculture Production Department and appointed Administrative Secretary, Social Welfare Department.

Dr Devansh Yadav, IAS, has been transferred from the Jammu Municipal Corporation and posted as Deputy Commissioner, Rajouri.

Rakesh Minhas, IAS, Deputy Commissioner, Jammu, has been appointed CEO, State Health Agency, J&K. He will also hold additional charge as Managing Director, Ayushman Bharat Digital Health Mission, J&K.

Shrikant Balasaheb Suse, IAS, has been shifted from Kupwara, where he was serving as Deputy Commissioner, and appointed Chairman of the J&K Services Selection Board.

Akriti Sagar, IAS, Managing Director, National Health Mission, J&K, has been transferred and appointed Managing Director, J&K Tourism Development Corporation. She will additionally serve as CEO, J&K Economic Reconstruction Agency.

Athar Aamir Ul Shafi Khan, IAS, Deputy Commissioner, Budgam, has been appointed Managing Director, National Health Mission, J&K.

Basharat Qayoom, IAS, Deputy Commissioner, Pulwama, has been posted as Commissioner, Srinagar Municipal Corporation, with additional charge of CEO, Srinagar Smart City Project.

Ayushi Sudan, IAS, Deputy Commissioner, Samba, has been transferred to the Jammu Municipal Corporation as Commissioner. She will also hold additional charge as CEO of the Special Purpose Vehicle, Jammu City, and Mission Director, Swachh Bharat Mission (Urban).

Minga Sherpa, IAS, Deputy Commissioner, Udhampur, has been posted as Deputy Commissioner, Jammu. Jatin Kishore, IAS, Deputy Commissioner, Ganderbal, has been transferred and appointed Deputy Commissioner, Budgam.

Shreya Singhal, IAS, Managing Director, J&K Tourism Development Corporation, has been appointed Deputy Commissioner, Ganderbal.

Rupesh Kumar, IAS, Vice Chairman, Jammu Development Authority, has been posted as Deputy Commissioner, Samba, while Vidhu Shekhar, IAS, Additional Deputy Commissioner, Jammu, has been appointed Vice Chairman, Jammu Development Authority.

The reshuffle also includes changes among JKAS officers. Charaandeep Singh has been appointed Deputy Commissioner, Shopian, while Kuldeep Krishan Sidha has been posted as Deputy Commissioner, Pulwama.

The government order also provides for changes involving senior officials in Revenue, Health and Medical Education, Tourism, Agriculture, Social Welfare, Municipal Administration, Rural Development, Employment, Labour, Archives and several other departments.

All transfers and postings will take effect immediately and have been ordered in the interest of administration.
