Corruption Case: Government Orders Fresh Departmental Inquiry Against Junior Engineer

Srinagar, October 5: The Jammu and Kashmir Government has ordered fresh departmental proceedings against Er. Tasaduq Reyaz, who was serving as a Junior Engineer at the BDO Office Hardaboora, in connection with a corruption case registered by the Anti-Corruption Bureau (ACB) in Baramulla.

 

The case relates to FIR No. 08/2022 registered at Police Station ACB Baramulla under Section 7 of the Prevention of Corruption Act, 1988. The engineer had been arrested by the ACB and was subsequently placed under suspension by the Department of Rural Development and Panchayati Raj.

 

In June 2023, the General Administration Department granted sanction for his prosecution and advised the concerned department to initiate disciplinary action under the applicable service rules.

 

The Rural Development and Panchayati Raj Department subsequently issued a memorandum containing the charges and allegations against the officer and appointed the Assistant Commissioner (Development), Baramulla, as Inquiry Officer. The inquiry report was submitted on April 30, 2025.

 

However, after reviewing the records provided by the Rural Development Department and the Anti-Corruption Bureau, the Public Works (R&B) Department, which is the disciplinary and appointing authority, found the inquiry report unsatisfactory and lacking sufficient merit. The report has therefore been rejected.

 

Following approval from the competent authority, the R&B Department has now ordered fresh regular departmental proceedings against the engineer, while retaining the memorandum, articles of charges and statement of imputations that had already been issued.

 

Er. Shuja Ahmad Malik, In-charge Superintending Engineer, PMGSY Baramulla, has been appointed as the new Inquiry Officer, while Er. Faizan Jameel, In-charge Assistant Executive Engineer and Technical Officer in the office of the SE PMGSY Baramulla, has been designated as the Presenting Officer.

 

The Inquiry Officer has been directed to complete the proceedings and submit a report along with clear recommendations within 21 days, in accordance with the applicable Central Vigilance Commission guidelines.

 

The government has also clarified that any transfer or change in posting of the Inquiry Officer or Presenting Officer will not affect the continuation of the departmental proceedings.
