Srinagar, Sep 23: The Jammu and Kashmir Cabinet on Wednesday approved several legislative and administrative proposals, including measures concerning decriminalization of minor offences, regulation of water resources and residential land leases.

The meeting was chaired by Chief Minister Omar Abdullah.

The Cabinet approved the Jammu and Kashmir Jan Vishwas Third Amendment of Provisions Bill, 2026. The proposed legislation seeks to decriminalize 21 minor offences and replace specified criminal penalties with monetary fines.

Another key proposal cleared by the Cabinet was the Jammu and Kashmir Water Resources and Management Regulation Bill, 2026. The legislation aims to establish a statutory mechanism for regulating and managing water resources across the Union Territory.

The proposed water resources legislation also deals with proprietary rights concerning certain khuds, subject to fulfillment of prescribed conditions related to water flow.

The Cabinet further approved the Jammu and Kashmir Residential Land Lease Rules, 2026, which seek to establish a regulatory framework governing residential land leases.

In an administrative decision, the Cabinet also approved the promotion of 36 officers of the Jammu and Kashmir Administrative Service across three different scales.

The decisions come as the Jammu and Kashmir government continues to introduce legislative and administrative reforms during the ongoing Assembly session.
