
Chief Secretary, Jammu & Kashmir, Shri Atal Dulloo, on Tuesday highlighted the pivotal role of the ICT-enabled multi-modal platform PRAGATI (Pro-Active Governance and Timely Implementation) in accelerating infrastructure development and improving governance outcomes in the Union Territory.
Addressing a press conference organised by the Press Information Bureau (PIB), Jammu, in collaboration with the Department of Information and Public Relations (DIPR), he said PRAGATI has emerged as a key coordination mechanism of the Government of India for monitoring major infrastructure projects, flagship schemes and public grievance redressal, with monthly real-time reviews chaired by the Prime Minister.
Shri Dulloo said world-class infrastructure is being developed across sectors such as roads, power, health, industry, education and digital connectivity in J&K. He emphasised that timely completion of large projects requires close coordination among the Centre, the UT Administration and implementing agencies, with the UT playing a crucial role in land acquisition, clearances, utility shifting and law and order.
Referring to the Project Monitoring Group (PMG) portal, he informed that 61 projects worth ₹4.12 lakh crore are being monitored in J&K. Of these, 15 projects worth ₹69,000 crore have been completed, while 46 projects worth ₹3.43 lakh crore are under implementation.
Under PRAGATI, 15 high-priority projects worth ₹1.12 lakh crore in J&K are being closely monitored by the Prime Minister. Of the 59 issues taken up, 57—about 96 per cent—have been resolved, mainly relating to land acquisition, environmental clearances, financial approvals and construction bottlenecks.
The Chief Secretary said six high-priority projects worth ₹53,000 crore have already been completed or commissioned, including the Jammu–Udhampur–Srinagar–Baramulla Rail Link, NH-44 Srinagar–Banihal project, AIIMS Jammu-related works, the Kishanganga Hydro Electric Project coordination issues, and the Alusteng Transmission System.
Currently, nine projects worth ₹59,000 crore, including the Delhi–Amritsar–Katra Expressway, AIIMS Awantipora, Pakal Dul HEP and the 4G coverage scheme under USOF, are under active PRAGATI monitoring, with 27 of 29 identified issues already resolved.
Shri Dulloo said the high resolution rate reflects the effectiveness of PRAGATI’s structured monitoring and continuous follow-up at UT and district levels, adding that the platform also reviews social sector schemes and public grievances.
Replying to media queries, he said PRAGATI has significantly accelerated the execution of key projects such as the Katra–Baramulla railway line, AIIMS Jammu and the Delhi–Amritsar–Katra Express Corridor through improved coordination, accountability and decision-making.
In her opening remarks, Director, PIB, Ms. Neha Jalali described PRAGATI as a transformative governance mechanism that breaks bureaucratic inertia and strengthens cooperative federalism. Citing the JUSBRL project, she said sustained PRAGATI reviews helped resolve long-pending issues, leading to its completion and operational rail connectivity in the Kashmir Valley.
The press conference was held against the backdrop of the 50th PRAGATI meeting chaired by Prime Minister Narendra Modi on December 31, 2025. The Prime Minister termed PRAGATI an effective model of cooperative federalism and a powerful accelerator towards achieving the vision of Viksit Bharat @ 2047.
