Imphal, Aug 24: Assam Rifles, in a joint operation with Manipur Police Commandos, apprehended a high-value target and active People’s Liberation Army (PLA) cadre at Ushoipokpi in Thoubal district on August 22, security officials said.

The operation was launched on the basis of sustained intelligence inputs and cyber-tracking that helped security agencies identify and locate the suspected insurgent, identified as SS Capt Balin alias Thiyam Boycha Singh.
According to the security forces, Balin was a self-styled PLA Captain wanted by the National Investigation Agency (NIA) and carried a ₹4 lakh bounty. He was also identified as a key accused in connection with the November 13, 2021 Churachandpur ambush.
Officials said the joint team maintained surveillance based on intelligence developed over a period of time before moving to apprehend the suspect at Ushoipokpi.
Initial questioning, according to the forces, indicated his alleged involvement in PLA activities, including training in Myanmar and the procurement and transfer of war-like stores.
The apprehension is being viewed as a significant development in efforts to disrupt insurgent networks operating in Manipur, particularly those involved in recruitment, training, logistics and procurement of military-related supplies.
Following his apprehension, Balin was handed over to Manipur Police at Lilong Police Station for further investigation and legal proceedings.
Authorities are expected to investigate his alleged role in the 2021 ambush, his links with other members of the outfit and the wider network involved in training and movement of war-like stores.
The operation also underscores the growing use of intelligence-led surveillance and cyber-tracking, combined with ground-level coordination between Assam Rifles and Manipur Police, to identify and apprehend wanted insurgent operatives.
Further investigation will determine the full extent of the accused’s alleged activities and his links with the PLA network.
