
Jammu, April 17: Jammu & Kashmir has secured third rank nationally under Mission Karmayogi during SĀDHANA Saptah, marking a significant milestone in strengthening competency-based and continuous learning reforms in civil services.
The recognition reflects the Union Territory’s structured implementation of the National Programme for Civil Services Capacity Building (NPCSCB), with a focus on role-based training, competency mapping, and effective use of the iGOT Karmayogi digital platform.
According to official data, 2,01,962 officials from J&K have been onboarded on the platform, achieving a total of 4,13,722 course completions. Of these, 2,74,511 completions were in AI-related courses. Additionally, 54,003 employees completed more than one hour of learning, while 37,309 officials exceeded four hours, indicating strong engagement with the initiative.
The award was presented at the SĀDHANA Saptah Facilitation Ceremony held at Vigyan Bhawan, New Delhi. Minister of State for Personnel, Public Grievances and Pensions Dr. Jitendra Singh presided over the event and felicitated top-performing States, Union Territories, and institutions. Commissioner/Secretary, General Administration Department, M. Raju, received the award on behalf of Jammu & Kashmir.
In a notable achievement, the Jammu and Kashmir Institute of Management, Public Administration and Rural Development (JKIMPARD) received a Special Award for becoming the first institution in the country to complete Capacity Building Plans (CBPs) across all departments, setting a national benchmark in implementing Mission Karmayogi objectives.
During SĀDHANA Saptah, the UT administration ensured coordinated participation through designated nodal officers who monitored learning progress and ensured compliance with prescribed training hours on the iGOT platform. The Chief Secretary regularly reviewed implementation to ensure effective execution of the programme.
Dr. Jitendra Singh has consistently emphasized capacity building and good governance reforms, a vision reinforced during the recent Regional Conference in Jammu on Holistic Development of Districts, which focused on integrated planning and improved governance outcomes at the grassroots level.
The recognition underscores the government’s commitment to building a more competent, accountable, and citizen-centric civil service, aligned with the broader vision of Mission Karmayogi Bharat. The J&K administration has reiterated its resolve to further strengthen capacity-building mechanisms and sustain reform momentum for improved public service delivery.
