J&K accelerates green energy push: CS Dulloo

Srinagar, Aug 20: Chief Secretary Atal Dulloo on Thursday reviewed Jammu and Kashmir’s renewable-energy roadmap, directing departments to fast-track green-energy projects through stronger coordination, clear timelines and milestone-based implementation.

The review meeting of the Science and Technology Department examined initiatives covering solar, hydropower, wind energy, battery storage, biomass and compressed bio-gas (CBG).
Dulloo directed the Power Development, Revenue, Finance and Agriculture departments to work in close coordination and complete the district-wise biomass survey within the stipulated timeframe. He also called for immediate identification of suitable government land for a centralised Green Land Bank, including through the digital land bank developed by the Forest Department.
“J&K possesses tremendous potential in solar, water, wind and biomass resources,” the Chief Secretary said, stressing that the focus should now shift from potential assessment to viable projects and timely execution.
The meeting reviewed the expansion of floating solar projects under the Pradhan Mantri Surya Sarovar Yojana. Following a successful 100-kW floating solar pilot at Dal Lake, JAKEDA has conducted pre-feasibility surveys of water bodies.
Five reservoirs have been identified for floating solar projects, with a combined potential of 83.51 MW. Manasbal Lake in Ganderbal, with an estimated potential of 34.06 MW, and Mansar Lake in Samba, with 31.9 MW, have emerged as highly feasible sites.
The government is also expanding small hydropower generation. Seven projects with a combined capacity of 35.25 MW are currently operational, while a 3-MW project is nearing completion.
DPRs have been prepared for 76 projects up to 2 MW, with a combined capacity of 118 MW, and another 56 projects in the 2–10 MW category, totalling 331 MW.
Under the PM Surya Ghar: Muft Bijli Yojana, J&K has secured eight of the 15 Model Solar Village DPRs approved nationally, involving Central Financial Assistance of ₹7.99 crore.
JAKEDA has also intensified wind-resource assessment. Wind masts installed at Bidda and Ijara have been successfully tested, with Bidda found structurally suitable for a potential full-scale wind farm. Pilot deployment of 5–10 kW vertical-axis wind turbines is also being considered.
CITaG presented the proposed Integrated Renewable Energy Policy, targeting 500 MW solar, 150 MW battery energy storage and 50 MW wind capacity by 2030. The roadmap envisages scaling these capacities to 2,000 MW solar, 1,200 MW BESS and 300 MW wind by 2040.
The proposed CBG policy seeks to convert municipal wet waste, livestock manure, orchard waste and agricultural residues into clean vehicle fuel through anaerobic digestion. The process would also produce fermented organic manure for agricultural use.
J&K aims to operationalise at least six major CBG plants by March 2030, with a combined capacity of 32 tonnes per day, potentially generating more than 700 direct jobs and creating new opportunities for local biomass aggregators.
The Chief Secretary stressed that the green-energy transition should deliver more than cleaner power. It should strengthen energy security, create employment, support agriculture and industry, and build a cleaner and more sustainable J&K.
