
Mussoorie, April 23: Lieutenant General Vikas Lakhera, AVSM, SM, Director General of Assam Rifles, delivered a talk on “Civil-Military Interface in North East” at the Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie, during the 32nd Joint Civil-Military Training Programme.
The programme is aimed at strengthening coordination and synergy between civil servants, armed forces, and various security organisations, with a focus on improving governance and operational effectiveness in sensitive regions.
In his address, Lt Gen Lakhera highlighted the unique security dynamics of the North Eastern region and stressed the importance of close cooperation between civil administration and security forces in maintaining peace, stability, and development. He underscored that effective civil-military coordination is crucial for addressing complex challenges such as insurgency, border management, and developmental outreach in remote areas.
He also emphasized the role of trust-building, communication, and mutual understanding between institutions to ensure seamless execution of governance and security-related responsibilities. The DG Assam Rifles noted that collaborative efforts significantly enhance responsiveness during crises and contribute to long-term regional stability.
Participants of the training programme, which included civil service officers and representatives from armed and security forces, engaged in discussions on practical aspects of coordination and shared experiences from field-level operations.
