
Jammu, Mar 6: Chief Secretary Atal Dulloo today chaired a high-level meeting to review district-wise progress of Mission YUVA across Jammu and Kashmir, assessing key pillars of Culture, Capital, Capacity, and Connectivity aimed at promoting youth entrepreneurship and employment generation.
The meeting was attended by Additional Chief Secretary, Tourism; Vice Chancellors of Universities; Director, IIM Jammu; senior officials from Planning, Labour & Employment, Codes, JKRLM, Employment, Colleges, UTLBC, and Deputy Commissioners participating via video conferencing.
Officials reviewed the status of awareness campaigns under Udyam Jagriti 4.0, the establishment of institutional mechanisms such as Project Management Units (PMUs), Small Business Development Units (SBDUs), Business Help Desks (BHDs), and Motivators/Yuva Doots, along with progress in loan processing, enterprise incubation, and start-up ecosystem development.
The Chief Secretary directed districts to ensure full operationalisation of SBDUs and BHDs, timely empanelment of Motivators and Yuva Doots, and expansion of outreach initiatives to colleges and Self Help Groups (SHGs). He emphasized proper mentoring, counselling, and handholding support to enable youth to translate ideas into viable enterprises.
Loan disbursement progress was reviewed, with banks sanctioned ₹1,200 crore and disbursing nearly ₹964 crore; officials were asked to maintain 150–200 daily disbursements to clear legacy pendencies. Periodic monitoring of enterprises was highlighted to ensure sustainability.
The meeting noted significant outreach through Udyam Jagriti 4.0, covering 95% of Panchayats, 2,51,352 individuals, 47,672 students, and 1,97,400 women SHG members. Institutional strengthening has progressed, with 187 SBDU/BHD posts filled and 582 Motivators empanelled.
Mission YUVA has facilitated 3,187 enterprises, with 2,053 more under implementation, and is fostering innovative start-ups through 14 incubation centres and the Innovation & Sustainability Challenge.
The Chief Secretary reiterated that Mission YUVA is a transformative initiative for youth empowerment and entrepreneurship, urging all stakeholders to ensure timely and effective implementation across the Union Territory.
