Srinagar, July 22: Chief Secretary Atal Dulloo on Tuesday reviewed Jammu and Kashmir's implementation strategy for the Bharat Audyogik Vikas Yojana (BHAVYA), a flagship Central scheme aimed at developing next-generation Plug-and-Play Industrial Parks and positioning the Union Territory as a preferred investment destination.

Chairing a high-level meeting, Dulloo assessed the Detailed Project Reports (DPRs) for the proposed industrial parks at Pekhari in Samba and Nowgam in Srinagar. He directed the Power Development Department and Public Works (R&B) Department to thoroughly vet the DPRs to ensure technical feasibility, engineering soundness and compliance with prescribed standards before their submission to the Government of India.
The Chief Secretary also reviewed the status of land identified for the projects and instructed the concerned departments to expedite all legal and administrative formalities for its transfer to the implementing agency, ensuring timely execution.
Emphasising coordinated action, Dulloo directed all stakeholder departments to secure statutory clearances and technical approvals well in advance so that Jammu and Kashmir can submit comprehensive proposals before the July 31 deadline and maximise its chances of securing Central assistance under the BHAVYA scheme.
During the meeting, Commissioner Secretary, Industries & Commerce, Vikramjit Singh informed that the UT is preparing two proposals—one each for Jammu and Kashmir divisions—for consideration under the first phase of the scheme. He said BHAVYA envisages the development of 100 Plug-and-Play Industrial Parks across the country between 2026-27 and 2031-32, with 50 parks to be taken up in the first phase. The scheme provides Central assistance of up to ₹1 crore per acre for eligible projects.
Managing Director, SIDCO, Mohammad Shahid Saleem, presented the DPRs, stating that the Pekhari Industrial Park will be developed over 83.97 acres at an estimated cost of ₹211.64 crore, while the Nowgam Industrial Park will spread across 50 acres with a projected investment of ₹104.02 crore.
The Samba park is proposed to cater to MSMEs, light engineering, packaging, logistics and IT-enabled services, while the Srinagar facility will focus on the horticulture value chain, food processing, warehousing, light manufacturing and digital services.
Officials said the parks will offer modern Plug-and-Play infrastructure, including developed industrial plots, roads, power and water supply, warehouses, factory sheds, common facilities, testing laboratories, skill development centres, worker housing and climate-resilient utilities to enhance ease of doing business and attract investment.
The meeting also reviewed the proposed funding pattern, Special Purpose Vehicle (SPV) model, EPC-based execution and long-term operation and maintenance framework for the projects.
