Srinagar, Sep 21: The opening day of the 10-day Autumn session of Jammu and Kashmir Legislative Assembly witnessed disruptions and noisy scenes on Monday as BJP legislators stormed into protested over regularization of daily-wagers, wages of National Health Mission (NHM) employees, electricity tariff and alleged failures of the Omar Abdullah-led government, prompting the Speaker to adjourn the house for the day.

The BJP members stood from their chairs and raised slogans against the government and displayed placards demanding the regularisation of daily-wage workers and action to address the concerns of NHM employees.
The BJP also raised the issue of the electricity tariff hike, with legislators shouting slogans such as "Insaf Karo, Daily-wagers Ke Sath" and "Insaf Karo, NHM Employees Ke Sath." They also raised "Bharat Mata Ki Jai" slogans while accusing the government of failing to address issues affecting the public.
Despite the noisy scenes, Question Hour continued, with ministers responding to questions raised by legislators.
However, BJP members intensified their protest and moved into the well of the house amid massive anti-government sloganeering.
The treasury benches, including National Conference members and their allies, responded by raising slogans seeking restoration of Jammu and Kashmir's statehood. The Congress MLAs were seen chanting, "Vote chor sarkaar ko ek dhakka aur do".
Speaker Abdul Rahim Rather repeatedly urged the protesting BJP members to return to their seats and allow the proceedings of the house.
After the Question Hour, NC MLA Justice (retired) Hasnain Masoodi, Chairman of the House Committee constituted to probe alleged irregularities in the implementation of the Jal Jeevan Mission (JJM) in the union Territory laid the committee's report on the Table of the House.
The House Committee was constituted through an order dated April 9, 2025, to examine the alleged irregularities in the implementation of the Jal Jeevan Mission in Jammu and Kashmir.
Later Minister in-charge of Cooperatives Javid Ahmad Dar, introduced the Jammu and Kashmir Cooperative Societies (Amendment) Bill, 2026.
Amid the continued protest by BJP members, Speaker adjourned the house for the day.
PDP leader Waheed Para, who moved an adjournment motion to discuss the rationalisation of reservations in Jammu and Kashmir, emphasised that the youth remain the most important issue in the Union territory.
"Unemployment is at its peak, with nearly a 32 per cent unemployment rate. And the biggest issue concerns merit. Whether meritorious students pursue education or seek jobs, merit is not a qualification in Jammu and Kashmir. For the first time in India's history, the meritorious population is being punished. You give 30 per cent opportunities to nearly 70 per cent of the population, and you give 70 per cent opportunities to 30 per cent of the population," Para stated.
He noted that a flawed reservation policy was created in Jammu and Kashmir for political reasons. "There is a need to revisit and rationalise it. This is a demand of the youth here as well," he added.
The Assembly is scheduled to meet again on Tuesday morning.
