J&K Govt sets up disability fund panels

Srinagar, Aug 5: The Jammu and Kashmir Government has constituted Union Territory and district-level committees for implementing the UT Disability Fund, aimed at streamlining financial assistance for persons with disabilities across the Union Territory.
The decision was notified through Government Order No. 1333-JK(GAD) of 2026, issued by the General Administration Department on August 4, by the order of the Lieutenant Governor.
The UT-level Governing Body/Approval Committee will be headed by the Administrative Secretary, Social Welfare Department. The Commissioner for Persons with Disabilities, Director Finance, and senior officers of the Social Welfare Department will be members.
Representatives, not below the rank of Additional Secretary, from the Finance, Health and Medical Education, Law, Justice and Parliamentary Affairs, and School Education departments will also serve on the committee, along with two social workers nominated by the Social Welfare Department.
The committee will meet at least once every quarter to consider applications and approve financial assistance under the fund. The order stipulates that no committee member or their relative can be a beneficiary of the fund during the member's tenure.
The nominated social workers will have a maximum tenure of three years and will be entitled to travel and daily allowances for attending meetings, subject to a ceiling of ₹2,000 per day.
At the district level, District Magistrates will head the committees, with the Additional District Magistrate, Chief Education Officer, Chief Medical Officer and District Social Welfare Officer serving as members. The District Social Welfare Officer will function as the Member Secretary.
The district committees will receive, scrutinise and verify applications for assistance, ensuring that only eligible cases are forwarded to the UT-level Governing Body for final approval.
They will also ensure that beneficiaries are not receiving similar financial assistance under any other government scheme before recommending cases for support under the UT Disability Fund.
