Jammu, Sep 29: Chief Secretary Atal Dulloo on Tuesday reviewed preparations for Jammu and Kashmir’s first Global Capability Centre (GCC) Summit, scheduled to be held at the Indian Institute of Management (IIM) Jammu on October 9–10, with a focus on attracting investment, generating skilled employment and positioning J&K as an emerging destination for technology-driven enterprises.

The high-level meeting was attended by senior officials from the Finance, Information Technology, Higher Education and Skill Development departments, besides Director IIM Jammu Prof B.S. Sahay, CEO CITaG, representatives of Nasscom and other stakeholders.
Dulloo said the summit should move beyond deliberations and create meaningful partnerships among the government, industry and academia while identifying new avenues for economic growth across Jammu and Kashmir.
He said the growing preference of global enterprises for Tier-2 and Tier-3 cities offered J&K an opportunity to leverage its educated youth, competitive operating costs and expanding institutional infrastructure to attract investment and create high-value employment.
The Chief Secretary stressed the need to explore the potential of smaller cities as alternative destinations for GCCs, enabling technology-led economic opportunities to reach beyond traditional metropolitan centres.
He also said the summit would expose government officers to emerging industry requirements, global business practices and innovative models of public-private collaboration.
Dulloo directed officials to systematically document feedback, recommendations and suggestions emerging from the summit to inform future policy interventions. He said the deliberations should also contribute to the groundwork for the government’s proposed policy on the circular economy.
He called for extensive regional and national media outreach to highlight the summit and showcase investment opportunities in Jammu and Kashmir.
During the meeting, Prof B.S. Sahay presented the summit’s objectives, proposed sessions, participation of industry representatives and preparations for the event.
He said the two-day summit would bring together industry leaders, policymakers, technology experts, investors and academic representatives to discuss opportunities and challenges in establishing GCCs in emerging destinations such as J&K.
The inaugural session is scheduled for October 9, followed by thematic discussions on industry-government collaboration, India’s GCC growth story, investment and employment opportunities, technological innovation, and partnerships for economic development.
The second day will focus on the advantages of Tier-2 and Tier-3 cities, technological innovation, future talent and workforce transformation, and a roadmap for positioning J&K as an emerging GCC destination.
The meeting was informed that J&K’s young and educated talent pool, comparatively lower operating costs, quality of life and premier academic and training institutions provide potential advantages for attracting global enterprises seeking to diversify beyond major metropolitan centres.
Dulloo directed all stakeholders to complete the remaining preparations in time, stressing that the summit should translate into tangible investor interest, institutional partnerships and employment opportunities.
It was further informed that documentation of the summit proceedings would begin on October 12, with the recommendations and summit resolution targeted for finalisation by October 16 for subsequent policy deliberations and follow-up action.
