Streamlining Elections

September 25, 2023 |

The concept of 'One Nation, One Election' (ONOE), under which polls will be held simultaneously across the country in both state assemblies and Lok Sabha is gaining traction. This would mean that elections would be held once every five years, instead of the current system where elections are held at different times for different levels of government. The government has been proposed this as a way to streamline the system of democracy in India and to address some of the challenges that the country's current electoral system faces. Elections in India are very expensive, with the Election Commission of India (ECI) estimating that the 2019 Lok Sabha elections cost thousands of crores. One Nation, One Election (ONOE) could help to reduce these costs by consolidating the election process and eliminating the need for multiple elections within a short period of time. Elections at different times also put a significant strain on the administrative machinery of the government. ONOE could reduce this burden by allowing the government to focus on other important tasks during the election period. The Model Code of Conduct, which comes into effect in the run-up to elections, prevents the government from taking major policy decisions. This can lead to a disruption in governance and delay the implementation of important projects. ONOE could reduce this disruption by shortening the election period. Besides, voters are often bombarded with election campaigns for different levels of government within a short period of time. This can lead to voter fatigue and apathy. ONOE could help to increase voter turnout by making it easier for voters to cast their ballots in a single election. In addition, ONOE will strengthen the role of the central government and promote national unity. By holding all elections at the same time, ONOE could reduce the influence of regional parties and make it easier for the central government to implement its policies. However, there are also some concerns about the potential negative implications of ONOE which many believe could pose a threat to India's federal structure, as it would give the central government more control over the election process. This could lead to a weakening of state governments and a reduction in regional autonomy. ONOE could also have a negative impact on voters, as it would reduce their choices and make it more difficult for them to hold their elected representatives accountable. Despite these concerns, ONOE is seen by many as a necessary reform to streamline the system of democracy in India. ONOE is a complex and challenging reform, but it has the potential to streamline the system of democracy in India and to address some of the challenges that the country's current electoral system faces.
